New Transcript Release Rules FAQ
The Department of Education released final rules relating to the Title IV Program Participation Agreement and Certification procedures effective July 1, 2024. Here are answers to some of your frequently asked questions:
Will WSSU hold my transcript due to a balance?
- NO
WSSU will not withhold official transcripts from a student due to a balance owed by the student that resulted from an error in the institution's administration of the Title IV, HEA programs, or any fraud or misconduct by the institution or its personnel.
What academic years will be included in my transcript?
- WSSU will provide an official transcript that includes all the credit or clock hours for payment periods in which a student received Title IV, HEA funds and for which all institutional charges were paid at the time the request is made, including through a payment plan or other agreement to pay.
Am I still responsible for the debt owed to Winston Salem State University?
- Yes
WSSU will continue to exhaust all debt recovery measures. The release of the transcript does not equate to the cancellation of any debt.
WSSU will review all outstanding accounts over 90 days and submit those accounts to the NC Department of Justice, NC Department of Revenue as well as employers to seek wage garnishment. General Statute 105-241.21(a) established interest rates to be in effect during a six-month period beginning January and July 1 past due balances, the interest rate for the period July 1, 2024 through December 31, 2024 is 8% per month. After 3 years of nonactivity accounts will be reviewed for further collection efforts.
How can I order an official transcript?
- Students will be required to log in to the Winston-Salem State University's Transcript Ordering Portal to order an official PDF transcript via Parchment Services. The transcript fee is $14 for electronic or print delivery.
