Project Description
WSSU is seeking mechanical/electrical/plumbing engineering design services for the addition of a minimum 1000-ton water cooled chiller and roof top cooling tower at the existing Central Chiller Plant at the Old Maintenance Building. The design will include all equipment, piping, controls and electrical. The selected designer may be retained through full design and construction at the University’s option. There will also be need for structural engineering included within the design team.
Project Scope
Services shall include engineering design for condenser pump(s), chilled water pump(s), chiller system, cooling tower, electrical, plumbing, control systems including integration with existing systems, and connection to the existing Central Chiller Plant. Operational performance including sequencing shall be verified though commissioning. Coordination with Siemens on controls will be necessary.
The Design Services scope includes verifying Owner’s preliminary programming/schematic plan, scope and budget analysis, site analysis, design studies, construction documents, bidding, construction administration, closeout, and related activities. The designer is responsible for obtaining all approvals from all applicable State Agencies, including the NC State Construction Office.
The current Central Chiller Plant was designed and constructed in 2002 with infrastructure installed for phased plant expansion. The plant was expanded with the addition of a 400-ton chiller in 2005.
The construction budget is $1,500,000.
Project Site
The site for this project is on the campus of Winston-Salem State University in Winston-Salem, NC, at the intersection of Cromartie Street and Price Street at the Old Maintenance Building/Central Chiller Plant.
Project Schedule
Construction is scheduled to begin by 11/01/2022 and to be completed by 6/01/2023.
Design Process
The selected firm will work through the Winston-Salem State University Department of Design & Construction and Facilities Operations. The design and construction is planned to include normal involvement of the North Carolina State Construction Office.
Critical Selection Factors
Interested firms can participate in the process by submitting a current SF-330 form and addressing the following in a written proposal. Please deliver 3 bound hard copies of the submittal, along with one electronic copy assembled into a single file, (on a USB drive attached to the printed submittals), to address the criteria listed below. The length should be limited to
20 8.5”x11” paper sheets, double sided, (inclusive of the SF-330, and exclusive of the front and back cover). Firms are requested to assure receipt of proposals at address listed below by 5:00 PM, at the closing date as listed on this webpage advertisement.
Include, in your proposal, information addressing the state required selection criteria listed below. Please replicate the numerical identification and order in your proposal to coordinate with the items as specified below. You may reference the appropriate pages within the SF-330 as you find appropriate to avoid redundancy.

Designer Selection Process
Members of the selection committee will review submittals to assess qualifications of design teams and will select a minimum of three firms to be interviewed. Shortlisted design teams will be notified and scheduled for interviews when selected. Following the interviews, a recommended ranking order will be proposed for consideration and approval by the Chancellor and University Board of Trustees.
