Winston-Salem State University (WSSU) is bound by a code of ethics. All vendors should review the content below to understand how to work with WSSU as a vendor.
Winston-Salem State University (WSSU) Code of Ethics
- Give first consideration to the objectives and policies of the Winston-Salem State University.
- Strive to obtain the maximum value for each dollar of expenditure.
- Decline personal gifts or gratuities.
- Grant all competitive suppliers equal consideration insofar as state or federal statute and institutional policy permit.
- Conduct business with potential and current suppliers in an atmosphere of good faith, devoid of intentional misrepresentation.
- Demand honesty in sales representation whether offered through the medium of a verbal or written statement, an advertisement, or a sample of the product.
- Receive consent of originator of proprietary ideas and designs before using them for competitive purchasing purposes.
- Make every reasonable effort to negotiate an equitable and mutually agreeable settlement of any controversy with a supplier; and/or be willing to submit any major controversies to arbitration or other third party review, insofar as the established policies of the university permit.
- Afford a prompt and courteous reception insofar as conditions permit to all who call on legitimate business missions.
- Cooperate with trade, industrial and professional associations, and with governmental and private agencies for the purposes of promoting and developing sound business methods.
- Foster fair, ethical and legal trade practices.

It is our goal to ensure that all HUB Contractors have an opportunity to participate on projects at Winston-Salem State University. We need your involvement to reach that goal successfully.
A business in which at least fifty-one percent (51%) of the business, or of the stock in the case of a corporation, is owned by one or more minority persons, women, or disabled persons, AND of which one or more minority persons, women, or disabled persons control the management and daily business operations.

Historically Underutilized Businesses (HUB's) consist of minority, women and disabled business firms that are at least fifty-one percent owned and operated by an individual(s) of the aforementioned categories. Also included in this category are disabled business enterprises and non-profit work centers for the blind and severely disabled. The term "minority person" means a person who is a citizen or lawful permanent resident of the United States and who is:
- Black, that is, a person having origins in any of the black racial groups in Africa;
- Hispanic, that is, a person of Spanish or Portuguese culture with origins in Mexico, South or Central America, or the Caribbean Islands, regardless of race;
- Asian American, that is, a person having origins in any of the original peoples of the Far East, Southeast Asia and Asia, the Indian subcontinent, or the Pacific Islands;
- American Indian, that is, a person having origins in any of the original Indian peoples of North America; or
- Female.
The term "socially and economically disadvantaged individual" means the same as defined in 15 U.S.C. 637.
Winston-Salem State University HUB Management Department seeks to provide the best service, cost and value methodology in our design and construction projects. We will conduct the necessary efforts to identify, source, and include minority businesses in our sourcing process. The university will participate in organizations fostering inclusion initiatives and conduct outreach efforts to engage minority businesses in upcoming bid opportunities. The university will jointly collaborate with peers to bring general contractors and subcontractors together to encourage and build potential relationships. It is our goal to increase minority business participation as well as comply with the North Carolina G.S. 143-128.2 to have a verifiable ten percent (10%) minority goal participation.
WSSU HUB Outreach Plan is designed to close the information gap and bring awareness of upcoming projects both formal and informal to the business community. Formal projects are listed on the North Carolina State Construction Office website, N.C. IPS site and advertised in local newspapers. Informal projects will be shared with local organizations and may be posted on the WSSU Internet website.
Businesses (HUB) Program
The State of North Carolina encourages all state agencies to expend up to 10% of their total procurement dollars with HUB vendors. This program is intended to stimulate the economic development of minority, women-owned, and physically disabled businesses. The Purchasing Services Department at Winston-Salem State University places orders with HUB vendors whenever appropriate, and strongly encourages University departments to procure through HUB vendors. Winston-Salem State University conducts purchasing in accordance with State laws to ensure the taxpayer receives full value for each dollar spent. The University's purchasing procedures conform to open, ethical and sound procurement policies. Suppliers are encouraged to compete for the University's business, which consists of a variety of goods and services.
The HUB Business Directory is maintained by the Division of Purchase and Contract. These directories list HUB vendors alphabetically, by commodity number, and by construction industry number. Please visit the website to register with the State of North Carolina. University bids are listed using the Interactive Purchasing System (IPS).
How can a company be considered for projects?
Current and potential contractors, general contractors, architects, engineers and suppliers should complete the WSSU Company Profile Form in order to be included in D&C database. It is a one-page form designed to give project managers background information on your company. It will not guarantee a contract but serve as a tool when sourcing construction projects. The company profile form will assist us with capturing information required by the Department of Administration State HUB Office and the University of North Carolina – General Administration (UNC-GA).
The WSSU Company Profile Form does not replace any of the North Carolina State HUB Forms. In addition, you will need to complete the Winston-Salem State University Registration process by completing and submitting the Vendor Registration Form.
Should subcontractors complete the WSSU Company Profile Form?
Yes. Any subcontractor performing construction work on WSSU projects should complete this form and return as indicated. By doing so, we will be able to expand our subcontractor database and consider them for possible opportunities, which may be too small for majority companies.
